\;1(x+3) \leq 4 \times 2 x-1 \times 4

\;1 \times x+1 \times 3 \leq 8 x-4

\;x+3 \leq 8 x-4

\;x-8 x \leq -4-3

\;-7 x \leq -7

Divide both sides by -7 . When dividing by a negative, the sign direction changes.
