General Yakubu Gowon created twelve states out of the four regions that existed at that time appointing a governor to head them.

The following were the governors

3. Police Commissioner Usman Faruk North western State
4. Colonel Mobolaji Olufunso Johnson Lagos State
5. Colonel Hassan Usman Katsina Kaduna State
6. Colonel Samuel Ogbemudia Bendel State
7. Colonel Robert Adeyinka Adebayo Western State
8. Colonel Sanni Bello Kano State
9. Colonel Chukwuemeka Ojukwu East Central State
10. Colonel Ibrahim Taiwo Kwara State
11. Colonel Musa Usman North eastern State
