The Islamic reform leader who established the Massina Empire in present-day Mali was Seku Amadu (Sheikh Amadu Lobbo). He founded the empire in the early 19th century (1818) as part of a larger Islamic reform movement in West Africa aimed at establishing a theocratic state based on Islamic law (Sharia).
